The operative documented campaigns that included impersonating U.S. immigration officials to intimidate a Chinese dissident living in the United States, forging U.S. county court documents to get another dissident's social media account suspended, creating a fake obituary and gravestone photos for activist Jie Lijian to spread false claims of their death, and filing thousands of bogus reports against accounts owned by CCP critics.
"This is what Chinese, modern, transnational repression looks like," Ben Nimmo, principal investigator on OpenAI's Intelligence and Investigations team, told reporters. "It's not just digital. It's not just about trolling. It's industrialized."
The same user also asked ChatGPT to draft a plan to discredit Japanese Prime Minister Sanae Takaichi after she criticized the CCP over human rights abuses in Inner Mongolia. ChatGPT refused. But when the user returned weeks later with status reports, the campaign appeared to have proceeded using other tools, including Chinese AI models like DeepSeek. All of this was exposed because one person treated an AI chatbot like a secure notebook.
AI Platforms Are Accidental Intelligence Agencies
Here's the implication that extends beyond this specific case: every major AI platform is now, by accident, an intelligence collection system.
OpenAI didn't build ChatGPT to catch spies. They built content moderation and safety systems to prevent misuse.
